The Chapter

Background

Neuroscience is a field related to scientific study of the nervous system that includes neuronal development, neuronal maturation and function as well as the pathogenesis of neurological disorders. Over the past decades, neuroscience has emerged as one of the advanced fields in medicine. It is now a unified field that integrates multiple disciplines such as biophysic, psychology, neuroinformatics, genetics, molecular and cell biology, neuropharmacology, neuroelectrophysiology and neuromedicine.

Fundamental neuroscience research has drastically improved our understanding towards the development and functional aspect of the nervous system. In Malaysia, there has been a substantial increase in the number of neuroscientists who devote to high quality fundamental neuroscience research. From the clinical aspect, fundamental neuroscience has led to improved therapeutic approaches and more efficient drug development. These advancements have benefited many patients suffer from neurological disorders.

MSN aims to gather all professionals and allied health professionals in related fields to encourage activities that promote great interest in the ever-growing field of neuroscience. No doubt, MSN plays a crucial role in promoting and encourage studies and research of fundamental neuroscience in Malaysia. In accordance with all existing chapters within MSN, the 22nd AGM of MSN has approved the formation of the Basic Neuroscience Chapter (BNC) to serve as a platform for both clinical and non-clinical neuroscientists to establish their collaborative networks as well as improve the quality of their research under the patronage of MSN.

On 18th June 2011, an inaugural meeting was held in Universiti Putra Malaysia to elect a protem committee to steer the formation of the chapter. The protem committee consisted of Prof. Dr. K. Subramaniam (MAHSA – Advisor), Dr. Ling King Hwa (UPM – President), Dr. Cheah Pike See (UPM – Secretary), Dr. Loh Han Chern (UTAR – Treasurer), Dr. Ong Ming Thong (USM – Member), Dr. Suhaili Abu Bakar (UPM – Member) and Dr. Thilakavathy Karuppiah (UPM – Member).

Objectives of BNC

The chapter will champion the field of fundamental neuroscience such as (but not limited to) molecular, cellular and functional neurosciences. The main objective of BNC is to support the vision and mission of MSN via the following activities:

  • To develop a database of neuroscientists in fundamental research
  • To serve as a scientific platform to promote sharing and learning of the latest concept and discovery among colleagues
  • To offer a conducive environment for neuroscientists to initiate collaborative work among each other by organising seminar or annual scientific meeting in conjunction with the annual meeting of MSN
  • To improve awareness of the public regarding the importance of neuroscience field
  • To increase the number of postgraduate students in the neuroscience field in Malaysia
  • To attract more postgraduate students to become the member of MSN
  • To establish cooperative network with other clinical chapters of MSN in leading multidisciplinary researches to improve the quality of life in patients with neurological disorders

Constitution

  • Article 1 Basic Neuroscience Chapter of Malaysian Society of Neurosciences
    • The name of the Chapter shall be the Basic Neuroscience Chapter of Malaysian Society of Neurosciences, hereinafter referred to as ‘BNC’, whereas Malaysian Society of Neurosciences, hereinafter referred to as ‘MSN’. Establishment, administration and execution of BNC’s causes, activities and movements are limited and bound by the rules, regulations and articles of the constitution of MSN. Therefore, any articles that contravene the constitution of MSN shall be automatically deemed ineffective or lapsed
  • Article 2 Aims of BNC
    • The aims of BNC shall be:
      • To promote neuroscience education at primary, secondary and tertiary levels within the country
      • To promote fundamental research in neuroscience
      • To consolidate collaborations between fundamental and clinical neuroscientists in improving disease management and national healthcare system
  • Article 3 Memberships
    • All students and members of staff of Malaysian Society of Neurosciences shall be eligible to become members of BNC
    • Any eligible person shall become a member of BNC on signing their name to the official membership list of BNC
  • Article 4 The Committee
    • A committee shall conduct the affairs or activities of BNC
    • The committee of BNC shall be elected at the Annual General Meeting of MSN, or, if necessary, at an Extraordinary General Meeting
    • The committee shall consist of the following members:- the Advisor; the President; the Secretary; the Treasurer; and four executive committee members, hereinafter referred to as ‘EXCO’. All members of the committee shall be required to be members of MSN
    • Advisor – The Advisor shall advise the committee the overall affairs of BNC in relation to the objectives, rules, regulations and constitution of MSN
    • President – The President shall have overall responsibility for the affairs of BNC. He/She shall chair all meetings of BNC, save where decided otherwise by the committee or where otherwise provided for in this constitution
    • Secretary – The Secretary shall keep the non-financial records of BNC, including the official membership list, and manage the correspondence of BNC and submitting the end of year report
    • Treasurer – The Treasurer will manage the financial affairs of BNC, in consultation with the President of BNC and the Treasurer of MSN. He/She will maintain the financial records of BNC. He/She will prepare and present to BNC and MSN the end of year accounts and treasurer’s report for BNC
    • EXCO – The EXCO shall participate in all committee meetings, discussion and decision-making by casting their votes, when necessary
    • Committee Meetings
      • Meetings of the committee shall be held at least once in every quarter of the year. All members of the committee shall be entitled to attend and vote at such meetings
      • The quorum for a meeting of the committee shall be four committee members
      • Meetings of the committee shall be convened by the President or Secretary of BNC. At least two days notice of a committee meeting shall be given by the President or Secretary to the members of the committee
    • Term of Office of the Committee
      • The committee shall hold office from the first day of July subsequent to their election for two years
  • Article 5 General Meetings
    • The Annual General Meeting of BNC shall take place in conjunction with the Annual General Meeting of MSN or at a time to be determined by the committee of BNC
    • No less than seven days notice of the Annual General Meeting shall be given. The date and time of the Annual General Meeting shall be notified to the council member of MSN and advertised by public notice within MSN
    • Extraordinary General Meetings
      • An Extraordinary General Meeting of BNC may be convened to:
        • Hold an election to fill a vacancy on the committee, should one arise;
        • Consider a proposal to amend this constitution or any other governing instrument of BNC;
        • Address any other circumstances not provided for in this constitution
      • An Extraordinary General Meeting of BNC shall be convened:
        • By majority decision of the committee; or
        • On foot of a submission to the committee of BNC of a petition signed by not less than one-third members of MSN
      • No less than seven days notice of an Extraordinary General Meeting shall be given. The date and time of the Extraordinary General Meeting shall be notified to the to the council member of MSN and advertised by public notice within MSN
  • Article 6 Election of the Committee
    • The committee of BNC shall be elected at the Annual General Meeting of BNC
    • The President shall act as returning officer for the elections. Where the President intends to be a candidate in any election, a returning officer, who is not a candidate in any election, shall be appointed by the committee
    • All members of BNC shall be eligible for election to the committee
    • Candidates for each position on the committee of BNC must be proposed and seconded by members of BNC at the Annual General Meeting
    • All members of BNC shall be entitled to vote in the election of the committee
    • The election of members of the committee shall take place by hand-count voting during Annual General Meeting. Where the votes obtained by any candidate exceed the votes obtained by any other candidate for that position, he/she shall be deemed elected to that position
  • Article 7 Resignations from the Committee
    • The resignation of any member of the committee shall be instituted by a letter of resignation to the Secretary of BNC. In the case of the resignation of the Secretary, resignation may be instituted by a letter of resignation to the President of BNC
    • The resignation of any member of the committee shall be notified to the council member of MSN and advertised by public notice within MSN
  • Article 8 Management of Finance
    • The finances of BNC shall be managed by the Treasurer of BNC under the purview of the Treasurer of MSN
    • No member of the committee of BNC shall receive remuneration from BNC, or use their office for personal financial gain
  • Article 9 Amendments to the Constitution
    • Amendments to this constitution may be made at an Annual General Meeting or an Extraordinary General Meeting of BNC
    • Such amendments to this constitution as may be approved by an Annual General Meeting or an Extraordinary General Meeting of BNC
  • Article 10 Dissolution of BNC
    • BNC may be dissolved by a two-thirds majority vote of its membership at a General Meeting. BNC shall fall into abeyance should it fail to validly elect a committee for two successive years
    • On dissolution of BNC, its assets (if any) shall become the property of MSN

Background

The EXCO members will meet at least 4 times a year to discuss and execute various decision made during the EXCO or chapter’s annual general meetings. The minutes for all the chapter’s EXCO meeting is maintained and kept by the secretory of the chapter. Any EXCO members may request for a copy of the minutes (for internal use only) by writing to the secretary of the chapter by quoting the relevant reference number as stated below.

CHAPTER’S ANNUAL GENERAL MEETING & EXTRAORDINARY GENERAL MEETING BASIC NEUROSCIENCE CHAPTER, MALAYSIAN SOCIETY OF NEUROSCIENCES

Background

The Annual General Meeting (AGM) of BNC shall take place in conjunction with the Annual General Meeting of MSN or at a time to be determined by the committee of BNC. No less than seven days notice of the Annual General Meeting shall be given. The date and time of the Annual General Meeting (AGM) shall be notified to the council member of MSN and advertised by public notice within MSN. The Extraordinary General Meeting (EGM) of BNC can be initiated according to the regulation stated in the constitution of BNC, MSN. Annual reports will be made available online to all members prior to the meeting.

Background

All members of BNC, MSN are the official members of MSN, were elected according to the regulations prescribed within the constitution of MSN. All students and members of staff of Malaysian Society of Neurosciences shall be eligible to become members of BNC. Any eligible person shall become a member of BNC on signing their name to the official membership list of BNC or through an official notice sent to the secretary of the Chapter.
